A man who cares for children

A question: Was a photo of former President George W. Bush ever posted with a caption like the one seen accompanying the photos of President Barack Obama? The reason I ask that is that it seems that while praising President Obama like this, it comes across as a rhetorical shot against former President Bush, implying that he does not care for children. Perhaps something like this was done during the Bush presidency, and I missed it because I am fairly new to this site.
